Nouveau Kiskeya is an 11,500 acre land development project located along the northwest coast of Haiti. It is anchored on the west by the Village of Bord de Mer de Jean-Rabel and on the east by the small fishing Village of Port à l'Ecu. (SOGEDEV) is a Haitian corporation that was authorized to operate in Haiti by a notice of the Ministry of Commerce and Industry on June 15, 2005. After extensive research using satellite imagery and interviews with locals, SOGEDEV identified what is called today the Nouveau Kiskeya (NK) property as a site highly suitable for modern tourism and residential development. SOGEDEV then sought and obtained the consent of the Government of Haiti to develop the property.
In its role as Master Developer of the NK property, SOGEDEV intends to create a high quality development that appeals to a wide range of customers. Thanks to a highly experienced development team, SOGEDEV will control how the development unfolds. This will ensure that quality and excellence are hallmarks of a natural setting that deserves nothing less.
As Master Developer, SOGEDEV will not necessarily self-develop every acre of the property. Undoubtedly, SOGEDEV will partner with other developers and/or operators. However, SOGEDEV will create land covenants that will ensure that all development within Nouveau Kiskeya is undertaken at a level of excellence consistent with all other developments on the property.
The Nouveau Kiskeya Project will be Haiti’'s first master planned, regional development community. It will offer a wide breadth of lifestyle choices. Besides the real estate products, the NK Master Plan calls for one or more of the following:
- Public Marina (200 to 300 slips);
- Resort Hotels;
- Golf Courses;
- Tennis Center/Beach Club;
- Equestrian Center;
- Soccer AND Outdoor Sports.
- Town Center;
- Cruise Ship Terminal.
The real estate component will consist of seven product types to appeal to a variety of market segments. They range from smaller single family homes (e.g. attainable at 800 SF), up to the larger beach front and estate homes (e.g. 3-3,500 S.F.) Four multifamily product types are proposed. They consist of townhomes, and three types of products, noted as garden-rise (2-stories), low-rise (3-stories), and hi-rise (15-20 stories).

Government Approval Status
The government approval process for a project like Nouveau Kiskeya is quite long and encompasses several steps.
- After SOGEDEV had submitted a preliminary project document to the government of Haiti, eligibility status was granted to the NK project in February 2009. The government, through the Ministry of Tourism, wrote to SOGEDEV to confirm that the project qualified as a Tourism project under the Investment Code and the government invited SOGEDEV to prepare and submit the feasibility study for the project.
- During 2009, a team of more than a dozen development experts based in Florida worked tirelessly on the feasibility study of the project and in December of the same year the 74-page document (plus tens of pages of annexes and exhibits) was submitted to the Ministry of Tourism.
- In December 2009, the municipality of Jean-Rabel adopted an ordinance by which the NK project was approved and authorized.
- In December 2010, the Ministry of Finance authorized SOGEDEV to undertake development work on the NK property under the condition that all development plans are approved by the Ministry of Public Works.
- In April 2011, the Center for Facilitation of Investment informed SOGEDEV that the Ministry of Tourism had approved the feasibility study document submitted in December 2009, and that the project was transferred to the Inter-departmental Commission on Investment to decide on the granting of the fiscal and other incentives provided by the Investment Code.
- In May 2011 the regional office of Public Works in Port-de-Paix approved the development plan for phase one of the NK project.
- In May 2011, the Inter-departmental Commission on Investment approved the Nouveau Kiskeya project and granted to the project all fiscal and other incentives allowed in the Haitian Investment Code.
- The next and last step in the government approval process will be to sign an agreement (Convention) with the Government of Haiti which will, among other things, confirm the incentives granted by the Inter-departmental Commission on Investment and address property rights.
